Construction Dumpster Rental across Saginaw County

A jobsite container is the least interesting part of a build until it is in the wrong place, the wrong size or full of the wrong thing. The useful version of this page is therefore mostly about the rules that sit around it, because two of them in Michigan are genuinely not what a contractor arriving from another state would assume.

The first is the code. Michigan operates a single state construction code under the Stille-DeRossett-Hale Single State Construction Code Act, 1972 PA 230, promulgated by the Bureau of Construction Codes at LARA. Content is set at state level; local units do not write their own building codes. But the editions in force are not in step. LARA's own code-books page lists the Michigan Building Code at the 2021 edition and the Michigan Residential Code still at the 2015 edition. A six-year gap between the two most-cited codes in the state, and anyone who assumes Michigan is uniformly on the 2021 I-codes is wrong about every house.

The second is MISS DIG, where Michigan's statute uses its own vocabulary and its own clock. Both are below, quoted from the act. Neither of them is about where the container sits; they are about the work the container is there to serve.

At a glance

What you get with construction dumpster rental

  • Containers sized to the trade and the phase, not to the whole project at once
  • Swaps timed to the build rather than to a standing schedule
  • Michigan code editions and MISS DIG timings quoted from the source
  • Plywood under the rails, and a walked approach before the box comes off the truck

Two code editions, six years apart

Michigan's arrangement surprises people twice. First on content: there is one state construction code, so a township does not get to write a different building code from the city next to it. Second on edition: the commercial Building Code sits at 2021 while the Residential Code sits at 2015, both marked current on LARA's Bureau of Construction Codes code-books page. The Mechanical, Plumbing and Rehabilitation codes are at 2021 and the electrical rules run on the 2023 National Electrical Code with Michigan's own Part 8 rules.

We publish the edition years and nothing more. LARA's page shows dates that may be page-update dates rather than code effective dates, so we do not publish an effective date for any edition. If a date matters to a permit argument, take it from LARA rather than from us.

Then there is the enforcement question, which in Michigan is genuinely three-way. LARA publishes a Statewide Jurisdiction List showing, for every jurisdiction and each of building, electrical, mechanical and plumbing, whether enforcement is by the State, by a county enforcing agency or by the local city, township or village. It is set jurisdiction by jurisdiction and discipline by discipline, so one place can run its own building program while the State handles another trade. We could not read the Saginaw County rows of that list — the file truncated well before the S counties — so we do not assert who issues permits where. One thing we did establish from the township's own pages: Buena Vista Charter Township runs its own building department, with the inspection roles contracted out to private firms.

MISS DIG is your duty for the digging

If the job involves excavation — footings, a deck, fence posts, a pool removal, a stump out by the roots — the clock is statutory and Michigan words it its own way. Under the MISS DIG Underground Facility Damage Prevention and Safety Act, 2013 PA 174, notice must be given “at least 72 hours, but not more than 14 calendar days, before the start of any blasting or excavation” (MCL 460.725(1)). It is a window with a ceiling, not just a floor, and hours falling on non-business days do not count toward the 72.

Two more terms worth getting right. Michigan's statute does not use the phrase national templates reach for; its term is the caution zone, defined at MCL 460.723(f) as the area within 48 inches of the facility marks on either side. Facilities inside it must be exposed by “soft excavation” — hand-digging, cautious digging with nonmechanical tools, vacuum excavation or pneumatic hand tools — before power equipment comes near. A ticket is “valid for 21 days from the start date of the excavation or blasting on the ticket,” extendable to 180 days if the notice says the work will run long, and an expired ticket needs a fresh dig notice.

None of that is ours to file. Setting a roll-off on a driveway is not excavation, and we make no claim about what does or does not trigger the act beyond what it says. File it yourself at MISS DIG 811, and the statute text is on the Michigan Legislature site.

Where the container goes, and the one thing we will not tell you

Contractors ask for a separation figure from the structure, and this is the point where most dumpster sites invent one. We will not, and the reason is specific to Michigan. The statewide rule, Mich. Admin. Code R 29.1652, adopts NFPA 1, Uniform Fire Code, 2006 edition — not the International Fire Code — and R 29.1651 switches those rules off “in a local jurisdiction that has adopted a nationally recognized fire prevention code.” The City of Saginaw has adopted the International Fire Code, 2024 edition at Code Section 92.30(A)(1), by Ordinance O-271. Saginaw Charter Township enforces “the 2018 International Fire Code with amendments.”

So three different answers can apply within a short drive of each other, and we did not establish the position for every community we serve. We therefore publish no separation distance at all, in any unit, from a building or from a line. Ask the fire department with jurisdiction over the site. That is not a dodge; it is the only answer that is true in all three cases.

What we will talk about is the practical placement. A straight approach with overhead clearance for the hoist, room to tip, a surface that is firm and dry, plywood under the wheels and both rails, and the opening pointed at the side the material is coming from. On the lake plain through here, a stretch of wet weather or a freeze-thaw cycle changes how the ground behaves, and we are not qualified to assess it at any address.

Suitability

When construction dumpster rental is the right call, and when it is not

Read both columns against what is actually going to come out of the building before anything is booked. It is a short job and it decides the size.

Good fits for this container

  • New builds, additions and garage shells through framing and drywall
  • Single-trade tear-out where the waste arrives in one concentrated phase
  • Mixed jobsite debris: lumber, drywall, insulation, packaging and offcuts
  • A site clear ahead of a slab pour or a re-grade

Send these somewhere else

  • Concrete, block and masonry in volume, which needs a dedicated heavy container
  • Material with known or suspected asbestos content still in place
  • Fuel, solvents, oils and other liquids from plant or equipment

Sizing

Container sizes that run on construction dumpster rental

Every size below runs on this service. Choose on the density of the material and the cubic yards look after themselves, because what ends a dense load is the weight the loaded truck can lawfully carry on a public road.

  • 10 yard — Dense phase waste: tile, mortar, plaster and tear-out that is heavy for its size.
  • 20 yard — The workhorse for most single-house builds and mid-size remodels.
  • 30 yard — Framing, drywall and packaging on a running site, where bulk arrives faster than weight.
  • 40 yard — New construction producing large volumes of light material over a long phase.
Roll-off container sizes we run across Saginaw County, MI. The last column is physics, not a term of the deal: dense material reaches the weight a loaded truck can lawfully carry on the road with the box part empty, bulky material runs out of room first.

Construction Dumpster Rental in Saginaw County: the local specifics

The jurisdiction question is not academic on a jobsite. Saginaw County has thirty county subdivisions and five villages sitting inside townships, and a mailing address that reads Saginaw tells you nothing reliable about which board, which fire code or which building department you are dealing with. The City of Saginaw and Saginaw Charter Township are near-twins by population, 44,202 and 41,679 at the 2020 Census, and they are entirely separate governments running different editions of the fire code.

We can quote the City's ordinance sections because we read them. For the other sixteen communities on our list we did not, so you will not find invented permit procedures here. Confirm the authority having jurisdiction before you plan the site layout, and treat the container position as part of that conversation rather than as an afterthought. Our own address, 3102 Sawyer Dr, Saginaw, MI 48601, is a postal address, and we have not established which government it falls under either.

Answers

Construction Dumpster Rental — your questions answered

Which Michigan code applies to a house, the 2021 edition or the 2015 edition?

Houses fall under the Michigan Residential Code, which LARA's Bureau of Construction Codes lists as the 2015 edition. The Michigan Building Code, which covers commercial work, is listed as the 2021 edition. The gap between them is real and it is the single most common Michigan code error on national pages. Check the current entry on LARA's code-books page before you rely on either.

Who issues the building permit for a Saginaw County jobsite?

It depends on the jurisdiction and even on the trade. LARA publishes a Statewide Jurisdiction List that marks each place as State, County or Local enforcement for building, electrical, mechanical and plumbing separately. We could not read the Saginaw County rows of that document, so we do not state who issues what. We did confirm from its own pages that Buena Vista Charter Township runs its own building department using contracted inspectors.

How much notice does a dig need before excavation starts?

Michigan's statute requires notice at least 72 hours, but not more than 14 calendar days, before the start of any blasting or excavation, at MCL 460.725(1). It is a window rather than a minimum, and hours falling on non-business days do not count toward the 72. File the notice with MISS DIG 811. It is the excavator's duty, not the container company's.

How long does a MISS DIG ticket stay valid?

Twenty-one days from the start date of the excavation or blasting shown on the ticket, under MCL 460.725(3). It can run to 180 days from that start date if the dig notice states the work will not finish inside 21 days. If a ticket expires before excavation begins, the statute requires a new dig notice, timed to the same rules as the first one.

How far from the building does the container have to sit?

We do not publish a figure, and we would be guessing if we did. Michigan's statewide rule adopts NFPA 1, 2006 edition, and switches itself off wherever a local jurisdiction has adopted a nationally recognized fire prevention code. The City of Saginaw runs the 2024 International Fire Code; Saginaw Charter Township runs the 2018 edition. Ask the fire department with jurisdiction over your site.

Can one container take everything a build produces?

Usually not well. Dense material such as masonry and tile reaches the weight the loaded truck can lawfully carry while the box still looks empty, and bulky light material such as framing offcuts and packaging runs out of room long before weight becomes an issue. Splitting the two is normally what keeps a site moving. Describe the phases on the phone and we will suggest an order.

Service area

Construction Dumpster Rental across Saginaw County

We run containers out of 3102 Sawyer Dr to seventeen communities in Saginaw County. They are grouped below by what kind of government each one actually is, because in Michigan that is the difference between a city hall, a township board and a village that sits inside a township — and it decides who you have to call about your own address. If yours is not listed, call anyway; we most likely still get there.

The city

The only jurisdiction in this list whose refuse rules we were able to read and quote.

Townships

A township board, not a city hall. We could not establish container or refuse rules for any of these, and we do not publish ones we could not read.

Other incorporated places

Two cities and two villages. A village sits inside its township, so a village address has two governments over it at once.
